Just who does own research data?

Dear Colleagues,
In the past months I have sought advice from CODATA colleagues to answer the question "Just who does own research data?"
This arose, in different ways, from two workshops held by CommDat. One workshop was focussed for chemical crystallographers and the other was focussed for macromolecular crystallographers.
The attached (​fairly short) document describes how these matters arose and then provides advice from CODATA, and raised some interesting new questions.
I imagine you will find the details of interest.
